The first half of this movie is essentially a stripped version of the original, we know the characters well now so we get straight to the gags. The first hour is pretty much a perfect hour of comedy, but unfortunately the movie has a lot of padding from then on. Donny was a funny character in the first one, but did they really have to bring him back just to eat up some of the running time? Seth MacFarlane is kinda limited as a storyteller, but the first one was perfectly streamlined and had a great ending. It seemed like he was growing as a writer there, but both this one and "A Million Ways To Die In The West" bounce all over the place again so maybe he fluked out. Just take the bizarre way the third act is set up, for example. Ted spends the entire movie trying to convince John to ask out the attorney, and when he does...he's angry and runs away? Why? Because Donny needs to kidnap him. So when it comes to the story this movie gets kinda boring near the end, but some of the jokes are just brilliant. My absolute favorite scene is the one where they yell out sad suggestions during improv night: it's the perfect example of a random cut-away gag done right, and MacFarlane is still the king in that field. 
This is my theory: Seth MacFarlane was getting "high" one Saturday night while he was watching the marathon of Star Trek: The Next Generation on BBC America (for some reason, they have the license now), and they showed the episode The Measure of a Man (one of my favorite ones, by the way), in which the android Data participates on a trial to defend his rights as a free and intelligent form of life. So, a ten-watts focus was set on MacFarlane's head, and he said: "The Measure of a Bear...". And that's the way in which the screenplay of Ted 2 was born. Sure, the affair of the trial barely covers one hour of the story, so co-screenwriters MacFarlane, Alec Sulkin and Wellesley Wild had to add abundant comic tangents to inflate the film, not to mention the abundant flashbacks and "non sequiturs" employed with an excessive abandonment on Family Guy; and all of that is spiced with unexpected cameos and references to the popular culture which are funnier for their incongruence than their genuine humorous value (examples: Jay Leno, Roots, Jurassic Park). Well, the screenplay of Ted 2 even includes two musical numbers. And a chase through Comic Con to please the fanboys (I'm going to tell you what pleased me the most... Patrick Warburton into the disguise I identify him the most). All those are clear signs of a film desperate to try anything in order to earn the laughs from the audience. On the positive side, Ted 2 achieves that with enough frequency in order to bring it a moderate recommendation as a decent comedy which can go from a sincere dialog to the most grotesque vulgarity without losing its playful tone, in big part thanks to the solid work from the whole cast, highlighting Amanda Seyfried, who brings her best comic performance since Mean Girls. On the negative side, the "quantity above quality" attitude fragments the story to the point of the incoherence. But on the other hand, Ted 2 made me laugh enough times to consider it a competent sequel which wasn't very necessary, or makes too much sense, but fulfills with its mission to make us laugh.
